Proposed legislation to improve air quality in air conditioning systems

On 9 April, Lionnel Luca and eight other UMP deputies tabled a proposed legislation to improve air quality in air conditioning or heat pumps.

This law aims to reform the rules on the inspection of air-conditioning systems by approved experts by increasing the frequency and rigour of the checks, as well as the number of appliances concerned. The European Commission has established the principle of inspection of air conditioning systems or reversible heat pumps. According to Article 1: "Any owner of a reversible air conditioning or heat pump installation, and more generally of all air conditioning systems, must maintain it and check its proper functioning by all means every two years.

The purpose of these inspections is to: - Improve the quality of the facilities - To reduce greenhouse gas emissions - To reduce energy consumption

 - To reduce the risks of contamination, particularly among vulnerable groups such as children, people with allergies and asthma, and the elderly.

This bill seeks to expand control of air conditioning and reversible heat pump systems with a nominal cooling capacity of less than 12 kilowattsas well as rreduce the frequency of inspections from 5 years to 2 yearswith the aim ofThis means that the filters, evaporator, turbine, condensate tray and ventilation ducts must be checked using fungal, bactericidal and virucidal decontamination technology.
