Proposed legislation to improve air quality in air conditioning systems

On 9 April, Lionnel Luca and eight other UMP MPs tabled an amendment to the law. proposed law to improve air quality in air conditioning systems and heat pumps.

This law aims to reform the rules governing the inspection of air-conditioning systems by approved experts, by increasing the frequency and rigour of checks, as well as the number of appliances concerned. The European Commission has established the principle of inspections of air conditioning systems and reversible heat pumps. According to Article 1: "Any owner of a reversible air conditioning or heat pump system, and more generally of all air conditioning systems, must maintain it and check that it is working properly by any means necessary every two years".

The purpose of these inspections is to : - Improve the quality of facilities - Reduce greenhouse gas emissions - Reduce energy consumption

 - Reduce the risk of contamination, particularly among vulnerable groups such as children, allergy sufferers, asthmatics and the elderly.

This draft law aims to expand checks on air conditioning systems and reversible heat pumps with a nominal cooling capacity of less than 12 kilowattsand rreduce the frequency of inspections from 5 years to 2 yearswith the aim ofThis means that filters, evaporators, turbines, condensate trays and ventilation ducts all have to be inspected using fungal, bactericidal and virucidal decontamination technology.

" While air conditioning is not in itself responsible for the illnesses that can result from it, the best known of which is legionellosisInadequate or poorly maintained facilities are responsible for a large number of infections. "say MEPs.
